Hello. Do you give your two year olds homework to do over the weekends?
Do two year olds use pencils in classrooms?

Hope all is well. Once they get the hang of it any child will be able to use a pencil. We have a 1-year-old student whom, can write A, down, down, across A.
I think the homework on the weekends is just preparing a good habit once they get to preschool and on.

No, they don't have the fine motor skills or the muscles fully developed yet to grip a pencil correctly.

I never assign homework to this age, they are learning so much through play at this time, it isn't necessary.

No. It is not developmentally appropriate. Try hands on developmentally appropriate activities that the child and parents can do together. Such as the parent reading books to their children daily, hitting pots and pans with wooden spoons, scribbling with crayons on paper, going for a walk and collecting leaves. Hands on activities.
