should we be completing the modules while still putting portfolio together or complete portfolio first than start module?

You can work on your portfolio before, during or after training. Also, if you are unaware the CDA Council takes trainings back several years, if you have the required number of trainings in the core areas of the CDA you do not necessarily have to take the CDA training modules.
