I am so sorry you're having trouble, it sounds like you are working toward your stipend in Florida, is that right? Each ELC has a different process for submitting your certificates and what is required, so I would recommend reaching out to them directly to see what is expected. Yes, I'm from Florida. 
I contacted ELS to with request for registration for zoom meeting, but they didn't get me this opportunity. Without this zoom meeting I couldn't get a stipend. That's is what trouble me, because it was mostly one month that I was waiting for the link to zoom training. Than my training is not completed as well.
