 Can a new Substitute Assistant Teacher be observed?

Can a Pre-k classroom being observed for CLASS if the lead Teacher is not in the classroom?
Can an Assistant Teacher be observed for CLASS if she is with a substitute Assistant Teacher who have been working with her for 5 days?

Hello, No a Substitute can not be observed the lead has to be there.   Unless the substitute has been there more than 15 days
