Yes, it has become difficult to find a PD spec for observations and portfolio review. I am not sure your situation but I would call some larger child care centers in your area and ask them if they can direct you, larger centers usually have someone they use consistently for observations. If you have a Head Start/Early Head Start program in your area that is worth a try as well.
