While it's true that Pre-K CLASS observations are most commonly conducted indoors, the manual does not prohibit outdoor observation. Instead, it emphasizes observing where meaningful instruction and interactions are taking place.
So in your case, if the outdoor time is intentional, structured, and part of the core curriculum (not just recess or unstructured play), then it is absolutely appropriate to include outdoor observation cycles.
