Hi I'am taking my observer test for the second time I failed quality of feedback  and concept development the question is if you don't  see that in the video do you grade low? I believe I'm missing the concept...?

Yes, you would score low. I believe you are supposed to score based on what you saw during that particular observation. If you didn't see it during that ~20 minutes, then it would be low.
